Violations of the rules which govern the Security Council could be considered dictatorial if government officials should continue to use that institution as an agency of repression.

In the former Electoral Tribunal judge, Guillermo Marquez Amado, it is worrying that the Security Council has had an enormous influence on the institutions of the State.
"The current Attorney General of the Nation, the Customs Administrator and the Director of Migration are former officials of the Council of Security. This is not helping the nation in any way", said Amado.
The former public servant said that the election of the President of the Supreme Court judge "was influenced by the recommendations of the Security Council".
This issue could get complicated in the middle of an election period if a decision is made regarding their true function, said political analyst José Isabel Blandón.
"The Security Council could become a kind of a political police and not an entity aimed to combat the organized crime", said Blandon.
The news source also brought to the forefront the scandal that, in his view, subtracted votes from the Democratic candidate, Hillary Clinton, in the United States.
"The FBI published a series of letters which damaged her candidacy, and ultimately, (Clinton) took the big defeat. All of this was carried out through the offices of intelligence and espionage similar to the Council of Security", he added.
Legal framework
Another point at which the analysts converge is that in the absence of penalties or sanctions to those who use this agency of the State to pursue, the complaints will be recurrent.
In this sense, the former Attorney General, Rogelio Cruz, warned that in the absence of a legal framework might cause the existence of arbitrary outrages.
"To begin with, the specific role of the Council is the national security; I feel that this role is not recognized or regulated in the Constitution.” On the other hand, its regulation is dependent upon decrees and not upon laws", he explained.
In the two previous presidential terms, the rule governing this institution has been amended.
During the management of Martin Torrijos the Ministers of Foreign Affairs, Security and Economy and Finance were incorporated into the Board of Directors, who accompanied the President and the Minister of the Presidency in the decision-making processes.
