The President of the Republic, Juan Carlos Varela, would not have the capacity to incorporate new figures that would integrate the Cabinet Council, opting to change his speech thus creating instability in the country.
It has been unofficially known that in the positions such as Minister of Security the post of Minister would be rejected.
It would give standing to the admission of career military officials, as in the case of the just appointed Deputy Minister, Alexis Bethancourt, who graduated from the Colegio Militar of Argentina. Yesterday the appointment of Bethancourt was made official via Gazette number 28032-B.
Experts claimed that this action has put public safety at risk and once more the leadership of the President remains in doubt.
Severino Mejía, former deputy Minister of Security, noted that President Varela has not found a person with a suitable profile and he is taking some time in the selection because many members of his circle have not accepted the position, as this is a difficult position.
Rolando Mirones, former Director of the National Police, described as a big problem that the President may not appoint his ministers.
"What kind of leader we have in the country that he seems unable to convince anyone to join him in his projects. Mirones seems it seems impossible that he doesn´t have the leadership to convoke people", regretted Mirones asserting that if the President does not have leadership to summon people from within his political party, then "what can be expected by the country".
In the case of the Ministry of Security, Mirones criticized that saying to a public servant that he will be in charge of that Ministry is just nothing.
"He will not be able to act as a real Minister because he knows that his days are numbered and he will just keep waiting for his boss to arrive whom he obviously won't want to confront," he said.
Even the security directors will have doubts of venturing to take actions, knowing that the Deputy Minister will not be their Minister for a long time.
He added that to appoint a “uniformed”, this one has less length of service than many high-ranking officers, who in spite of wanting to comply with the law, will see it very difficult for them to abide by the orders of a uniformed with less length of service.
The previous problem would be even repeated because the next Minister will not be asked to recommend which Deputy Minister he wished to have, since that would be a lack of respect.
For Professor Juan Jované, it has become clear that the problem is not exclusively with Ministers, but who leads them and style of Government, where administration has not been effective. The President should seek a way to change his style because he is not going to resolve anything.
According to Jované, it must be understood that granting power to a military is no good.
"A specialist in explosives holds a repressive view of society; where there is an increasing number of protests thus making it dangerous because the Police works in a proactive manner, not the case of the military career, where ultimately what is handled is war and its objective is to annihilate the enemy. It is dangerous for democracy," the economist said.
