'Country jail' ordered for Mulino, but they still have not released him

The Second High Court ordered yesterday Wednesday the release of former Minister of Public Security, Jose Raul Mulino and former Chief of the Council of National Security, Alejandro Garuz.

With this modification, both Mulino and Garuz will have impediment from out of the country and the obligation to notify before a Prosecutor every 30 days, according to the ruling.

Both former officials were detained preventively in 2015, after being involved in the alleged irregular purchase of radars and a cartographic map from Italian company Finmeccanica, during the former administration.

 
The news of the change of preventive measure for Mulino was confirmed by his son, José Raúl Mulino Cohen, who shared his satisfaction about this news.

However, he questioned the attitude of the upper third Prosecutor, Zuleyka Moore, who, apparently, neglected to Luis Carlos Gómez, one of the lawyers of Mulino.

"He didn't even get to the lawyer... We are going to push to move the file, since the only copy of the judgment she (Moore) has it ", said Mulino Cohen.

 
Lawyer Gómez confirmed that they could not have access to the record to confirm in what terms has been admitted the resolution for the release of the former officials.

Gomez added that the Court fifth criminal is informed that record, in effect, was sent to the third anti-corruption Prosecutor for a notification of the decision.

According to the standard, the Prosecutor must send the Mulino and Garuz record to the Court and there is rotated by the profession of these two political figures-friendly freedom.

 
One that responded on this subject was former President Ricardo Martinelli, who he described as an "evil" the attitude of the Prosecutor Moore.

"Mulino and Garuz could be today with his family. The evil of the Prosecutor who did not want to be notified today, prevented immediate granted freedom", he wrote in his Twitter account.

Ramsés Barrera, former Minister Mulino legal team, said that the second High Court of Justice decision is irrevocable, to consider about this sentence there is no appellate recourse, as stipulated in the standard.
