The arguments between hierarchical officials of the Government of Juan Carlos Varela have caused the rejection of three important pieces in the Government scheme.
It is the Minister and Vice Minister of Security, Rodolfo Aguilera and Rogelio Donadío; respectively, as well as the National Secretary of Science and Technology (Senacyt), Jorge Motta.
Both Aguilera and Donadio placed their position at disposal of the President, decision which was accepted by the President of the Nation, who also announced that next week the process of interviews for the appointment of their replacements will begin.
Meanwhile, Motta resigned, after holding differences with the Minister of Economy, Dulcidio de la Guardia, due to a budget item of the institution he heads.
In Aguilera´s and Donadio´s case, their differences were made public in recent days, and both accused each other of bad performances and even of actions that could represent an offence.
These accusations generated all a debate on the need that both officials had to leave office.
Following the decision, the general Secretary of the national anti-corruption front, Enrique Montenegro, said that it was the best decision both Aguilera and Donadio took before getting impeached for acts of corruption.
"That was expected due to their inability, lack of professionalism and the lack of interest in doing their work", he said.
Montenegro said that people who President Varela appoint for their post must have either police or military knowledge because it is the only way to control crime and all the situations that occur daily in the country.
For his part, Jorge Gamboa Arosemena, the Panameñista party, coincides with Montenegro that was the best decision, after the dispute which staged, with which desprestigiaron the institution that were running.
"I hope the President of the nation to find the best, not to those who do the work and to the Americans, when in Panama need security for Panamanian citizens," he said.
He added that after 22 months of goverment, there is finally a ray of light in this dark tunnel. As Professor and Economist Juan Jované indicated, they did what they had to do.
"A Ministry cannot operate with these divisions and furthermore it had not really worked well, but now we have to see who will replace them," he said.
According to Jované, whoever President Varela appoints should not be a military, but rather it has to be people who have a history of respect for human rights, in addition to being honest in the
management of public finances to avoid acts of corruption.
"It is very dangerous to place a military in this post since it would be like re-militarizing the country.
"You must be very careful, or otherwise would do great harm to the country," reiterated the professor.
Lawyer Ernesto Cedeño said it was the best decision because they put in the fore the problems to an important institution.
“It would have been normal if they had removed them, but for dignity they forced them to resign", he aid.
He said it was a shame that both officials have not agreed to not affect the image of the Government to which they belong.
To be consulted on the profile of those named by the President, Cedeño said that they should know about levels of security and that they know how to work as a team and the desire to work together.
Rigoberto González, counsel for the Administration, believes that the public prosecutor should investigate ex officio the serious allegations that have been reported in the media.
Gonzalez said that from day one that appeared in the information on the alleged deprivation of liberty of an official of the Minseg, by the Deputy Minister of the entity, Rolando Donadío, due the public prosecutor's Office to comment.
A source from the public prosecutor's Office said that until the afternoon there was an investigation about the alleged arbitrary arrest.
